Powell-Welcome, Director of Treatment and Programs for the Department of Human Services has been selected as an Honored Member of the Biltmore Who's Who Executive and Professional Registry. The selection recognizes Evril H. Powell-Welcome's commitment to excellence in the field of Government and Human Services.

    Powell-Welcome, who holds both a BS and MS in Human Services from Alabama State University and Capella University respectively, has been working in her field since 1991, working her way up the ladder from social worker to director for the Department Human Services Youth Rehabilitation Center.

    As director, Powell-Welcome is responsible for the overall administration and supervision of all treatment related programs, including counseling, academic and vocational education programs, alcohol and narcotics programs and recreational and volunteer programs. She is also in charge of treatment assessment and health service contracts and ensuring a high level of program accountability and professional service delivery.

    Having experience as a junior counselor for Central Seventh Day Adventist Pathfinder Club and becoming involved in community service as a mentor at group homes and the Boys and Girls Club, Powell-Welcome realized the influence she could make on children. "I knew I could definitely make a positive difference in the lives of young people," she said. "Realizing the limited amount of positive role models within our community, I was determined to make a difference with those I became in contact with through my work."

    Aspiring to open a therapeutic foster care group home for young ladies in need, Powell-Welcome also hopes to work towards getting the Juvenile Justice Unit in the Virgin Islands on board with the current trends that exist in the area across the nation to include gender specific programs for clients.

    A member of Alpha Kappa Mu Honor Society and St. Croix Child Welfare and Juvenile Justice Systems Integration Initiative Executive Committee, Powell-Welcome is a certified instructor in nonviolent crisis intervention. She has been named to Who's Who Among Students in American Universities and Colleges in 1991, was voted Social Worker of the Year by her peers in 2000, and has spoken at the Virgin Islands Juvenile Justice and Delinquency Prevention Symposium in 2006 on female gender specific programs. In her free time, Evril enjoys reading and traveling.
