    Mintzer focuses on eminent domain, inverse condemnation and public agency law, including acting as general counsel to numerous Bay Area transportation agencies and joint powers authorities. She has extensive experience guiding large-scale, long-lead public projects, from the planning stages through construction, as well as litigation. She also assists property owners, communities and project teams in resolving the issues that occur at the intersection between funding, design, acquisition and construction. Mintzer serves on Wendel Rosen's Management and Business Development Committees, as the firm's Recruiting Partner and as leader of its Women's Initiative.

    Active in her industry and community, Mintzer is a member of the Women in Transportation Seminar (WTS) and the International Right of Way Association, which both provide networking and educational opportunities to women in the heavily male-dominated transportation industry. She is also an active alumna of Mills College, working with the advancement office in fundraising efforts to support young women in their quest for higher education.

    Mintzer earned her J.D. from the J. Reuben School of Law at Brigham Young University (1994) and her B.A. from Mills College (1987).
