    Penina Kessler Lieber, an attorney well known for her knowledge and expertise in the areas of non-profit and tax exempt law, has been appointed to a one year term on the American Bar Association's Interest on Lawyers' Trust Accounts (IOLTA) Commission. The ABA's national Commission was created in 1986 and consists of nine members from across the county appointed by the president of the ABA. The Commission collects, maintains, analyzes, and disseminates information on programs involving the use of IOLTA funds for public service activities, makes recommendations for ABA policy on the creation and operation of IOLTA programs, maintains liaisons with state IOLTA programs; and oversees the IOLTA Clearinghouse, which provides information, materials, and technical assistance on IOLTA program design and operation.

    The Commission has been at the forefront of encouraging states to establish IOLTA programs or convert them to mandatory ones, encouraging the implementation of interest rate comparability rules to increase IOLTA revenues, assisting in the defense of IOLTA during constitutional challenges, co-sponsoring workshops for IOLTA staff and trustees twice a year, among various other activities.

    IOLTA programs provide funding critical to maintaining and improving access to the justice system in communities across the United States. Depending on the state, IOLTA dollars go to support civil legal assistance for poor people, efforts to improve the administration of justice by the courts, initiatives to educate the public about legal issues, and scholarships and clinical instruction for law students.

    Penina Lieber practices in the area of nonprofit and tax-exempt law in the Pittsburgh office of Obermayer Rebmann Maxwell & Hippel LLP. She represents nonprofit organizations in a wide range of legal matters, including tax, charitable trust litigation, corporate restructuring, governance, employment, licensing & accreditation, financing, public-private partnerships and joint ventures.
