After having worked for several years as an engineer at IBM and Nortel Networks, she began her legal career at a large intellectual property boutique firm in Boston. She is registered to practice before the U.S. Patent and Trademark Office and in Massachusetts. Qin earned her J.D. from Boston College Law School, cum laude, and her Ph.D. in astrophysics from Montana State University. She is a native of China and received her Bachelor of Science in physics from the University of Science and Technology of China.
