Russell, Director of Transit and Planner for the City of Port Arthur, has been selected as an Honored Member of the Biltmore Who's Who Executive and Professional Registry. The selection recognizes Colleen W. Russell's commitment to excellence in Government.

    Russell, who holds a Bachelor's Degree in Associated and Environmental Sciences from State University of Buffalo and a Master's Degree in City and Regional Strategic Planning from the University of Texas, has been working in her field since graduation in 1985.

    Now the director of transit, Russell began working for the City as their planning director over housing, grant management, transit, equipment services, planning and floodplain management from 2008-09. She then oversaw planning, floodplain management and transit from 2009-10 before serving as interim downtown director for the Renaissance District Board for one year. Having worked in two larger cities, Fort Worth and Arlington, Russell created the department in Glenn Heights as their first planner. Currently, her main focus with the City of Port Arthur is to make Port Arthur Transit compliant with Title VI and Title VII rulings in line with the Federal Transit Authority, state and city codes.

    Learning early on during her undergraduate days that wildlife habitats would be greatly impacted by suburban growth, Russell said, "I have always had a love of nature and the need to see proper drainage and park development."

    Russell is a registered sanitarian, a certified flood manager, certified transit manager, certified residential and commercial appraiser and certified on-site sewage facility instructor and inspector. She is also a board certified science teacher through the state of New York's Board of Education. She attends many seminars on business organization, grant writing, housing reinvestment financing, construction and transportation and does public speaking on various issues concerning health and safety, social economic changes, housing and environmental initiatives. Russell is a member of numerous organizations, including American Planning Association, International Economic Development Corporation, American Society of Flood Management and Southwest Texas Association. She has been recognized by numerous organizations for her work and has obtained many state and federal grants over the past several years. When Colleen isn't busy working she enjoys travelling, antique shopping and visiting history museums.
