WTO Circulates Vietnamese Proposal to Regulate POPs in Consumer Goods

  • (1888PressRelease) October 12, 2022 - SGS, the world’s leading testing, inspection and certification company, is advising stakeholders that Vietnam has opened a consultation over its proposal to regulate several persistent organic pollutants (POPs).

    Attached to document 22-6815, the World Trade Organization (WTO) circulated a draft technical regulation from Vietnam’s Ministry of Natural Resources and Environment (MONRE) on September 15, 2022. If accepted this will set maximum permissible limits for several POPs in substances, mixtures and articles. These include
    • Tetrabromodiphenyl ether (Tetra-BDE)
    • Pentabromodiphenyl ether (Penta-BDE)
    • Hexabromodiphenyl ether (Hexa-BDE)
    • Heptabromodiphenyl ether (Hepta-BDE)
    • Decabromodiphenyl ether (Deca-BDE)
    • Perfluorooctane sulfonic acids (PFOS), its salts and perfluorooctane sulfonyl fluoride (PFOSF)
    • Hexabromocyclododecane (HBCDD)
    • Short-chain chlorinated paraffins (SCCPs)
    • Perfluorooctanoic acid (PFOA), its salts and PFOA-related compounds

    SGS has published SafeGuardS 113.22 to help stakeholders understand the provisions in this draft technical regulation, including details of:
    • Sampling methods
    • Designated standards for the analysis of POP chemicals

    For more information on the proposed restrictions to POP chemicals, including the scope and maximum permissible limits, stakeholders are advised to review SGS’s original SafeGuardS 113.22.

    If accepted, the provisions in the regulation will come into effect six months after they are published.
