US CPSC Approves Final Rule for Booster Seat Safety Standard

  • (1888PressRelease) September 15, 2018 - The US Consumer Product Safety Commission (CPSC) has approved its final rule for children’s booster seats.

    Published on July 2, 2018, 16 CFR 1237 – the Safety Standard for Booster Seats – adopts ASTM International’s safety standard ASTM F2640-18 without modifications.

    As defined in ASTM F2640-18, a booster seat is a juvenile chair that can be placed on an adult chair to raise the seating position of the child, bringing them into line with the standard height of a dining table. The seat is purposefully made for children aged five or below and is normally used to facilitate eating or drinking. It may also be height adjustable and/or have a reclined position.

    The main performance requirements from 16 CFR 1237 relate to:
    • Tray performance – drop and pull test
    • Static load
    • Requirements for child restraint system
    • Requirements for booster seat attachment
    • Requirements for structural integrity
    • Requirements for booster seats that are supported on the top of the backrest
    • Requirements of maximum booster seat dimensions, as follows:
    o Unsupported backrest height
    o Supported backrest dimensions

    Stakeholders should be aware this mandatory regulation will come into effect on January 2, 2020 and will apply to products manufactured or imported on and after this date.
