  • (1888PressRelease) July 23, 2025 - Geneva – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 094.25 to highlight Switzerland’s recent amendment to its ordinance on food contact materials (FCMs) and articles.

On June 2, 2025, the Federal Food Safety and Veterinary Office (FSVO) issued RO 2025 395, revising Ordinance RS/SR 817.023.21. This amendment aligns national chemical safety requirements for selected FCMs and articles with those in the European Union, particularly in relation to bisphenol A (BPA), other bisphenols and their derivatives.

The updated ordinance introduces transitional provisions for the continued use and placement on the market of BPA-containing FCMs manufactured before July 1, 2025. It also updates authorized substance lists, revises migration limits and specifications and introduces new rules for varnishes, coatings and declaration of conformity (DoC) documentation.

    Key changes include:
    • Restrictions on BPA migration into food and its extractable levels in finished goods
    • Prohibition of BPA in packaging inks and in the manufacture of certain varnishes and coatings
    • New definitions and restrictions on hazardous bisphenols and bisphenol derivatives
    • Revised lists of permitted substances in plastic materials, packaging inks and coatings
    • Updated DoC requirements, including disclosure of all bisphenols or bisphenol derivatives used

The regulation also sets deadlines for phasing out certain products and materials, with specific dates extending through 2029 for some professional-use equipment.

SGS publishes SafeGuardS to help stakeholders stay informed of important regulatory developments. SafeGuardS 094.25 provides a comprehensive summary of Switzerland’s updated food contact materials ordinance and its alignment with EU standards.

Stakeholders are encouraged to review SafeGuardS 094.25 for full details on the changes and their impact on compliance for FCMs placed on the Swiss market.
