    New Delhi, India - The Global Summit on Artificial Intelligence, Emerging Tech Law and Governance (GSAIET 2026) was held today at the India International Centre, New Delhi, bringing together jurists, policymakers, regulators, technologists, and scholars to examine the legal and governance questions raised by advanced artificial intelligence and emerging technologies. The summit was chaired by Dr. Pavan Duggal, Advocate, Supreme Court of India. GSAIET 2026 built on the inaugural edition held on 24 July 2025, and was convened to carry forward the commitment, recorded in the New Delhi Accord on AI, Emerging Tech Law and Governance 2025, to hold subsequent editions of the summit. The 2026 programme was framed around the proposition that the international conversation on AI must now move beyond the articulation of principles toward operative law, institutional mechanisms, and accountability that can be applied in practice across jurisdictions.

    The one-day programme spanned AI governance, emerging technologies including quantum computing, the Internet of Things and blockchain, and emerging trends in cybersecurity and cybercrime.     From principles to implementation
    Speaking at the summit, Dr. Pavan Duggal said:
    “The central task before us has shifted. We have spent recent years articulating principles for artificial intelligence. The work now is to translate those principles into operative law that holds AI systems and those who deploy them accountable, and to do so in a manner that gives the Global South a genuine voice in shaping the rules. That was the spirit in which GSAIET 2026 was convened.” Across the day, the summit examined how legal responsibility should be allocated as AI systems begin to act with greater autonomy, how national laws can be made interoperable across borders, and how constitutional values and fundamental rights can be protected as these technologies are deployed.     Outcomes
    The proceedings closed with the adoption of the GSAIET 2026 Outcome Document, intended to carry forward the work begun under the New Delhi Accord on AI, Emerging Tech Law and Governance 2025 and to record the shared positions that emerged over the day. The summit also advanced continuing work on model legislative frameworks to support interoperable national AI laws, and the proceedings are to be captured in an ISBN registered conference volume as a reference for policymakers, academia, and industry.
