EU Issues Proposal to Revise CLP Regulation on Substances and Mixtures

  • (1888PressRelease) November 21, 2019 - The European Union (EU) has announced its intention to revise its Classification, Labeling and Packaging of Substances and Mixtures Regulation (CLP Regulation).

    The changes proposed by the EU include:
    • Adding 37 entries to Table 3 of Part 3 ‘Harmonized Classification and Labeling’. These include:
    o Dibenzo[def,p]chrysene (CAS 191-30-0)
    o Diisooctyl phthalate (DIOP, CAS 27554-26-3)
    • Amending 23 entries in Table 3 of Part 3
    • Deleting two entries in Table 3 of Part 3
    • Revising notes J to N and P and R under point 1.3.1.1 to Part 1of Annex VI ‘Notes relating to the identification, classification and labelling of substances

    The announcement was made in a document attached to World Trade Organization (WTO) document No. 19-7370, issued on November 4, 2019.

    If accepted, this will be the fifteenth adaptation to the CLP Regulation. It is expected to be adopted in Q1 of 2020 and will enter into force twenty days after it is published in the Official Journal of the EU (OJEU). It will then become effective 18 months later, meaning it could potentially be effective from the end of 2021.
