Phillips is the second high-profile construction lawyer with a nationwide practice to join the firm in the past two months; the firm recently added veteran construction attorney Roger Hughes.

    Phillips advises some of the nation's largest contractors and project owners on highly technical, multi-million dollar infrastructure projects involving hospitals, railways, airports, joint intermodal terminals, bridges, highways and power plants, to name a few. He has served as lead counsel on a number of the largest construction projects and related disputes in the country, including a foreign and local subsidiary on a transportation project with more than $700 million at risk. His hospital experience includes resolving high-stakes litigation and ADR matters for hospital owners that rank among the largest in the United States.

    Phillips has extensive experience representing public and private owners on a variety of disputes, including cost overruns, differing site conditions, defective design and construction of air quality control systems in power plants, electrical and chemical engineering disputes, material science and related structural failures, workplace environmental hazards, water intrusion, economic loss resulting from substandard construction and resulting human factors in the workplace, marine dredging and related geotechnical defects, and a variety of designer negligence disputes, among others.

    Other areas of Phillips' expertise include the review and analysis of CPM ("critical path method") schedules and delay claims, change order claims, differing site conditions and force majeure claims, bid disputes, and the assessment of damage claims, including lost productivity, acceleration, idle labor and equipment, changes in character of work, and the effects of unbalanced bids.

    Phillips is a member of the American Bar Association's Construction Industry Forum and the Associated General Contractors of California's Legal Advisory Committee. He also serves as Chief Legal Counsel to the Project Management Institute - San Francisco Bay Area Chapter. Phillips received his J.D. from DePaul University College of Law (1995) and obtained his B.A. (1991) and B.S. (1992) from Loyola University Chicago.
