  • (1888PressRelease) June 04, 2011 - New York, NY. - Various citizen public interest groups have joined in announcing the establishment of the Claims Resolution and Recovery Trust, a national organization to combat illegal conduct of attorneys and judges. This private initiative is designed to parallel the recently announced plans of various state governors, including Governor Andrew Cuomo of New York State, designed to enact a set of proposals to combat political corruption in state government, including expanded ethics rules and standards.

    The groups joining to form the new Claims Resolution and Recovery Trust include Public Committee on Attorney Conduct, Committee on Public Integrity, Litigation Recovery Trust, LTAAC- Litigation Trust Against Attorney Corruption, Expose Corrupt Courts Blog and the Integrity in the Courts Blog.

    Claims Resolution and Recovery Trust is expected to announce shortly the appointment of an executive staff, including executive director , chief of investigations and general counsel.. The organization is initially locating at the offices of PCAC in midtown New York City.

    In announcing the formation of the new group, John T. Whitely, PCAC President, stated, PCAC applauds the formation of the Litigation Trust Against Attorney Corruption to address the victimization of clients and litigants by members of the bench and bar. He added, "Primary attention of the private organization will be focused on cases involving serious attorney misconduct and New York States lawyer grievance system, which has been widely found to be managed and controlled by money, favoritism and cronyism. "

    Over the past several years, PCAC itself has been pursuing an ambitious and long overdue reform effort to replace the current failed attorney disciplinary system with a new structure controlled by non attorneys. Whitely noted that the thought that attorneys should be left alone to police themselves is " simply ridiculous." adding that " Immediate reform is needed. "

    PCAC was established in 2007 by affiliated member organizations to address judicial and attorney disciplinary processes and procedures. PCAC represents the first bar review mechanism in the United States established by non-attorneys. The objective of the PCAC is to assist in replacing the existing New York State Attorney Grievance Committees with a body controlled by non-attorneys.

    The Public Committee On Attorney Conduct reviews both past and present cases brought before the New York State grievance committees to provide an independent assessment and analysis of the facts, and issue proposed findings. With respect to past cases, the committee will hear from persons, who maintain that they have been treated unfairly and unjustly by the state disciplinary committees. As part of its efforts, the committee is actively seeking documentation of all complaints against any attorneys dating to January 1, 1988.
