Brazil Clarifies Jewelry Requirements with Consolidated Technical Regulation

  • (1888PressRelease) April 22, 2021 - Brazil has published a Consolidated Technical Regulation (CTR) that incorporates all the mandatory requirements pertaining to jewelry.

    Published by the Brazilian Ministry of Economy/National Institute of Metrology, Quality and Technology (Ministério da Economia/Instituto Nacional de Metrologia, Qualidade e Tecnologia) as INMETRO Ordinance No. 123 of February 16, 2021, in March 2021, the CTR provides clarity in the market for jewelry and costume jewelry.

    Its provisions include:

    • Clarification on scope:
    1. Applies to jewelry and costume jewelry for adults and children
    2. Does not apply to internal components of wristwatches, and similar items, that are inaccessible without the use of a tool
    • Requirement to conform to cadmium and lead limits:
    1. Cadmium: less than 0.01% (100 ppm)
    2. Lead: less than 0.03% (300 ppm)
    • Jewelry and costume jewelry under the scope of the CTR are subject to INMETRO market surveillance
    • Suppliers are required to furnish the required information within 15 days when requested by INMETRO
    • Definition for ‘jewelry and costume jewelry’, which includes components for the manufacture of jewelry

    The CTR came into effect on April 1, 2021, repealing INMETRO Ordinance 43/2016.
