    According to the report, employment levels are likely to drop by up to 76,000 jobs this year before there is a return to growth, but ConstructionSkills deputy chairman Judy Lowe says this figure needs to be looked at in context. "The industry went through a far worse situation in 1990 to 1993, when around 12 per cent of jobs were cut," she says. "The good news is that we're expecting to see either a small upturn or a flatlining in the sector in 2012, which will be the first time since 2008 where there hasn't been a decline.
