Vietnam Releases Draft Technical Regulation to Restrict Lead Content in Paints

  • (1888PressRelease) November 05, 2020 - Vietnam signals its intention to regulate lead content in paint products with a draft technical regulation – Vietnam National Technical Regulations on Limiting Lead Content in Paints (QCVN:2020/BCT).

    The draft technical regulation includes various important provisions:
    1. Defining the methods for sampling and lead determination:
    a. Sampling – TCVN 2090:2015 (ISO 15528:2013)
    b. Determination – CPSC-CH-E100309-01
    2. Reducing the lead content limit from no more than 600 ppm to no more than 90 ppm over a three-year period
    3. Labeling to be carried out in accordance with Decree No 43/2017/ND-CP

    Paint is defined in the draft technical regulation as a material in liquid, paste or powder form that, after coating a thin layer on the surface of a material, turns into a solid film that is firmly adhered to the surface and which is capable of protecting, decorating, and having other specific properties as required.

    The draft technical document was circulated by the World Trade Organization (WTO) on October 6, 20. It is proposed within the document that it will be adopted in December 2020, with a proposed entry into force in 2021. The lead content requirement of no more than 600 ppm will take effect upon this date, to be followed by the requirement of no more than 90 ppm within three years.
