Vietnam Postpones New Restrictions on Formaldehyde and Azo Dyes in Textile Products

  • (1888PressRelease) June 08, 2018 - The Vietnamese Ministry of Industry and Trade (MOIT) has postponed the effective date of new restrictions on the use of formaldehyde and azo dyes in textile products from May 1, 2018 until January 1, 2019.

    Published as Circular No. 07/2018/TT-BCT on April 26, 2018, the postponement affects Circular No. 21/2017/TT-BCT - “The national technical regulation on the content of formaldehyde and certain aromatic amines derived from azo colourants in textile products.” This regulation contains specific requirements on the permitted limits for formaldehyde and azo dyes contents in textile products, which are:

    • Formaldehyde content in textile products shall not exceed:
    o Textile products for children under 3 years old: 30 mg/kg
    o Textile products in direct skin contact: 75 mg/kg
    o Textile products without direct skin contact: 300 mg/kg

    • Limits on content of aromatic amines derived from azo colorants:
    o Content of each aromatic amine shall not exceed 30 mg/kg for all textile products

    • Exemptions include:
    o Unbleached or undyed fabrics and textile products
    o Textile products in transit or stored in warehouses for assembling
    o Textile products temporarily imported for re-export
    o Foreign tourist belongings temporarily entering Vietnam
    o Commercial samples with no market value or samples for scientific study

    All textile products that are manufactured, imported, distributed and sold in the Vietnam market must declare conformity with a CR mark at the point of sale and provide a conformity certificate either by self-declaration or by an appointed certifying organization.
