Vietnam Issues Proposals to Strengthen Toy Safety Standards

  • (1888PressRelease) January 18, 2018 - Vietnam has issued proposals to strengthen its National Technical Regulation on Safety of Toys – QCVN 03:2017/BKHCN. If adopted, the proposed amendments will make several changes to the current requirements on toy safety – QCVN 03:2009-BKHC. These include:
    • Updating the list of standards for:
    o Mechanical and physical properties – TVCN 6238-1:2017 (ISO 8124-1:2014)
    o Flammability – TVCN 6238-2:2017 (ISO 8124-2:2014)
    o Soluble elements – TVCN 6238-3:2011 (ISO 8124-3:2010)
    • Updating the list of standards for formaldehyde in textiles and wood
    • Adding new requirements for:
    o Phthalates – ≤ 0.1% each phthalate in accessible plastics and coatings using TCVN 6238-6:2015 (ISO 8124-6:2014)
    o Electric toys – TCVN 11332:2016 (IEC 62115:2011)
    • Defining the information that must be contained in a label for it to accord with the new labeling law – Decree No. 43/2017/ND-CP of April 14, 2017

    The new requirement for labeling defines the minimum content that must be included, as:
    • Composition
    • Specifications
    • Warning information
    • Instructions for use
    • Year of manufacture

    Warnings and instructions must correspond to standard TCVN 6238 (ISO 8124).

    Vietnam circulated the proposal on December 7, 2017 via the World Trade Organization (WTO). It is attached to WTO document number 17-6733.

    Stakeholders have until February 5, 2018, to make comments on the proposal.
