Ukraine Plans Further Alignment with EU Toy Safety Directive Provisions

  • (1888PressRelease) January 20, 2022 - SGS, the world’s leading testing, inspection and certification company, is advising toy manufacturers and suppliers that Ukraine has signalled its intention to further align its toys safety regulations with EU requirements.

    The World Trade Organization (WTO) circulated a proposal by the Ministry of Economy in December 2021 to:

    • Adopt allergenic fragrance requirements from EU Directives 2020/2088 and 2020/2089
    • Restrict aniline in toys that are intended for children under 36 months and toys that are intended to be placed in the mouth:
    o No more than 30 mg/kg after reductive cleavage in textile and leather materials
    o No more than 30 mg/kg after reductive cleavage in finger paints
    o No more than 10 mg/kg as free aniline in finger paints

    Ukraine’s Technical Regulations on the Safety of Toys is essentially similar to Directive 2009/48/EC, the so-called European Toy safety Directive (TSD). It has been updated several times since publication in line with TSD developments.

    Stakeholders should be aware of the following proposed effective dates:
    • June 2022 – date of adoption
    • December 2022 – date of entry into force (six months after publication)
    • December 5, 2022 – restrictions for aniline
