U.S. CPSC Issues Proposals to Create a New Safety Standard for Booster Seats

  • (1888PressRelease) June 22, 2017 - The U.S. Consumer Product Safety Commission (CPSC) has issued proposals to establish a safety standard for booster seats. In addition, the CPSC has opened a period of consultation, which will end on August 2, 2017.

    On May 19, 2017, the CPSC voted unanimously to issue a notice of rulemaking (NPR) on the creation of new standard for booster seats. This was done in response to the direction under section 104(b) of the CPSIA to amend 16 CFR Part 1112 to include 16 CFR 1237 and promulgate consumer product safety standards for durable infant or toddler products.

    It is intended that the new safety standard will be “substantially the same as” the American Society for Testing and Materials’ (ASTM) most recent voluntary booster seat standard – ASTM F2640–17 1: Standard Consumer Safety Specification for Booster Seats.

    This standard defines a booster seat as, “a juvenile chair, which is placed on an adult chair to elevate a child to standard dining table height”. The seat is designed for the purpose of containing a child, up to the age of five, normally for the purposes of feeding or eating. The standard does not cover car ‘booster seats’ but does include seats made from any material that are designed in the booster seat configuration.

    Stakeholders are advised to submit their comments before August 2, 2017.
