Taiwan Updates Mandatory Textile Product Safety Requirements

  • (1888PressRelease) September 18, 2019 - Taiwan’s Bureau of Standards, Metrology and Inspection (BSMI) published a revised version of general requirements for textile safety – CNS 15290 – in August 2018. This document has redefined the scope of limitation in relation to some restricted substances.

    CNS 15290:2018 has redefined the scope of limitation in relation to:
    • Cadmium – accessories products must not contain cadmium
    • Lead – lead content in surface coating of textiles for children under 12 must not exceed 90 mg/kg
    • Nonylphenol Ethoxylate (NPEO) and Nonylphenols (NP) – total content of NPEO and NP in textiles must not exceed 1,000 mg/kg

    Compliance with the mandatory inspection regime detailed in CNS 15290 is compulsory for any textile or apparel product imported into, manufactured or sold in Taiwan. The latest version applies to the following four product types:
    1. Textile products for infant
    2. Textile products with direct skin contact
    3. Textile products without direct skin contact
    4. Indoor decorative textile products

    It does not apply to:
    • Geo-textiles
    • Textile products for protection against insulation, radioactive contamination and heat

    CNS 15290:2018 has requirements relating to formaldehyde, azo colorants, cadmium, lead in surface coating, physical safety, organotins, and NPEO and NP.     Stakeholders are reminded that the BSMI conducts mandatory monitoring and inspections of textiles and apparel products that are imported into, manufactured or offered for sale in Taiwan. Stakeholders are advised to now check their products comply with the latest version of CNS 15290.
