Seeing the PACE financing program as an added layer of risk to mortgages, mortgage giants Fannie Mae and Freddie Mac have threatened to refuse loans for PACE-financed homes - causing the federal government to put the project on hold.

    Congressman Filner hopes to put the program back into motion when congress goes back into session next month.
