  • (1888PressRelease) February 21, 2023 - SGS, the world’s leading testing, inspection and certification company, has published a SafeGuardS looking at new guidance issued by the EU Commission experts covering toy classification.

The guidance document covers whether a toy is aimed at a child aged under three or three years and over. This is because EU 2009/48/EC, the so-called Toy Safety Directive (TSD), sets more stringent requirements for toys intended for children aged less than three years of age.

Very young children are considered at greater risk because of their limited capabilities. For example, they are at higher risk of choking or suffocating because they will explore a toy by putting it into their mouth. TSD requirements therefore seek to safeguard them.

SGS SafeGuardS 018.23 looks at the expansion to classification guidance document 11. Originally issued in 2009, it covered puzzles, dolls and soft and stuffed toys. However, since there are now many more categories of toy on the market, it has been expanded.

SGS SafeGuardS 018.23 lists these new categories and provides information on the way to define play value in a toy intended for children under 36 months.

To learn more, Stakeholders are advised to review SGS’s original SafeGuardS 018.23.
