  • (1888PressRelease) July 19, 2017 - Turkey published its new Toy Safety Regulations (Oyuncak Güvenliği Yönetmeliği) in October 2016, under Number 29847 in the Resmi Gazete, the Official Gazette of the Republic of Turkey. Based on the EU Directive 2009/48/EC, also known as the European Toy Safety Directive (TSD), these rules came into effect on April 4, 2017.

    Turkey has since further amended its Toy Safety Regulations with Regulation 2017/30025. Changes include permission to use nickel in toys and toy components made of stainless steel and toy components for conducting an electric current. The update also adds restrictions on nine chemicals in toys intended for children under 36 months and other toys intended to be placed in the mouth.

    These amendments essentially keep Turkey’s Toy Safety Regulations consistent with European law. This fact is further demonstrated by the acceptance that both European Standards (EN) and the corresponding Turkish Standards (TS) are recognized for presumption of conformity with Turkish law. These standards entered into force on April 4, 2017, the same day as the Toy Safety Regulations became effective.

    For manufacturers, this means compliance with the European TSD now gives them access to the lucrative Turkish toy sector.

    Turkey has a dynamic toy market. With one third of the population being children, and Turkey’s total population being about one percent of the world’s population, the market is worth an estimated USD 1 billion. Figures released by the Turkish Institute of Statistics (TUIK) show that the sector has achieved an average of six percent growth across the last five years, with the average spend on toys predicted to rise from USD 110 to USD 300 in the next five years.
