SGS Advises Stakeholders on Final Effective Dates for Taiwan RoHS in Electrical Products

  • (1888PressRelease) April 24, 2018 - Taiwan’s Restriction of Hazardous Substances (RoHS) came into force in December 2016. It covers six restricted substances, providing each with an applicable threshold in the homogeneous material:

    • Lead (Pb) - 0.1wt %
    • Cadmium (Cd) - 0.01wt%
    • Mercury (Hg) - 0.1wt %
    • Chromium VI (Cr+6) - 0.1wt %
    • PBB - 0.1wt %
    • PBDE - 0.1wt %

    The different EE product types were given specific effective dates for the legal inspection of the product. These were:

    • December 1, 2016
    o Water dispensers
    • July 1, 2017
    o Automatic data processing machines, printing or copying machines, televisions, monitors and monitors used in an automatic data processing
    o Network media players and projectors
    • January 1, 2018
    o Self-ballasted fluorescent lamps
    o Plugs and socket-outlets, adapters, cord sets and other related products
    o Radio keyboard, image scanners and other electrical and electronic products (92 items)
    o Electrical and mechanical products (include: motors and others (32 items), electric blankets and others (63 items), drinking water supplier
    o Static converters, power supplier, battery charger and other products (7 items)
    o Fluorescent lamps and related electronic ballasts
    o Newly included products of printing or copying machines
    • July 1, 2018
    o Air conditioners, self-ballasted LED lamps and other products (8 items)

    Companies selling electrical and electronic (EE) products in Taiwan need to confirm whether their products are covered by RoHS before offering them to the market. Applicants, be they manufacturer or importer, must be located in Taiwan and should use the C.C.C. code, similar to the C.N. or H.S. code, to check whether their product is in scope.

    Complying with Taiwan RoHS requires the applicant to test their product to identify and quantify the percentage content of any restricted substances and prepare relevant documents for the Bureau of Standards, Metrology & Inspection, M.O.E.A., R.O.C. (BSMI). Products that do contain restricted substances beyond the thresholds can still be placed on the market but the applicant must produce a ‘table of presence condition of restricted substances’ and add this to the body, packaging, stickers, or instruction booklets of affected EE products.

    Achieving conformity with Taiwan’s RoHS can be complex, involving the BSMI Commodity Inspection scheme and signed and stamped declaration letters.
