SafeGuardS Published to Help Suppliers of e-Bikes Understand Changes to UK Requirements

  • (1888PressRelease) April 19, 2023 - SGS, the world’s leading testing, inspection and certification company, has published a SafeGuardS looking at the latest changes affecting the compliance of electrically power assisted cycles in the United Kingdom (UK).

    EN 15194 contains safety requirements for electrically power assisted cycles with a maximum continuous power of 0.25kW. It covers significant hazards, hazardous situations and hazardous events when the e-bikes are used as intended by the manufacturers or during reasonably foreseeable misuse. Bicycles falling under the scope of this standard must also have power output reduction and cut off at 25 km/h if the user stops peddling.

    EN 15194:2017 has now been withdrawn from the list of standards demonstrating compliance with the UK’s S.I. 2008/1597 ‘Health and Safety - The Supply of Machinery (Safety) Regulations 2008’. It has been re-designated with restrictions that highlight its limitations in relation to two areas of compliance.

    The restrictions are:
    • Restriction 1 - Risks associated with Extreme Temperature, referencing points 1.5.5, 1.5.6 and 1.5.7 of schedule 2, Part 1 (Annex I) of S.I. 2008/1597
    • Restriction 2 - Risks resulting from Vibrations, referencing points 1.5.9 and 3.3.6.1 of schedule 2, Part 1 (Annex I) of S.I. 2008/1597

    SGS has now published SafeGuardS 039.23 to help stakeholders understand the reasons behind the withdrawal of EN 15194 from the list of standards showing conformity with S.I. 2008/1597. It details the areas that are not adequately covered in the standard and possible resolutions.

    To ensure compliance with the latest UK requirements, stakeholders are advised to review SGS’s original SafeGuardS 039.23.
