SafeGuardS Issued Covering EU Revisions to CLP Regulation on Substances and Mixtures

  • (1888PressRelease) April 19, 2023 - SGS, the world’s leading testing, inspection and certification company, has published a SafeGuardS covering revisions to European Union (EU) Regulation (EU) No. 1272/2008 on classification, labeling and packaging of substances and mixtures (CLP Regulation).

    Commission Delegation Regulation (EU) 2023/707 was issued in March 2022. It contains several important changes, including:
    • Annex I ‘Classification and labeling requirements for hazardous substances and mixtures’ – new requirements added for the assessment, classification and labeling of substances and mixtures that are:
    • Endocrine disruptors (ED)
    • Persistent, bioaccumulative and toxic (PBT) or very persistent or very bioaccumulative (vPvB)
    • Persistent, mobile and toxic (PMT) and very persistent, very mobile (vPvM)
    • Annex II ‘Special rules for labeling and packaging of certain substances and mixtures’ – revised in relation to the concentration of a substance classified as an ED for human health category 2 or environmental category 2
    • Hazard statements falling under Annex III ‘List of hazard statements, supplemental hazard information and supplementary label elements’ – amended
    • New hazard codes and category codes for ED, PBT, vPvB, PMT and vPvM inserted into Annex VI ‘Harmonized classification and labeling for certain hazardous substances’

    SGS has published SafeGuardS 043.23 to help stakeholders understand the revisions. In addition to details of the important changes brought in by Commission Delegation Regulation (EU) 2023/707, the SafeGuardS also includes a table summarizing the new requirements in Annex I of the CLP Regulation.

    Stakeholders should be aware that the amendment enters into force on April 20, 2023.
