    C3TEST helps agencies create a holistic, multi-year program to improve capabilities related to command, control and communications (C3). We help public safety, utilities, transportation agencies and educational institutions plan, implement and practice critical C3 skills. Our custom solutions help prepare any organization to respond to an emergency based on their specific needs and challenges.

    RCC has already helped numerous clients with our C3TEST services. In California's Central Valley, we conducted a tabletop exercise to validate a CONOPS, incident management and interoperability capabilities, and requirements for seven counties. Using tabletops, functional and full-scale exercises, we worked with the East Texas Council of Governments to practice C-BRNE (Chemical Biological Radiological Nuclear Explosives) and Mass Casualty Incidents, and the Tampa Bay Regional Domestic Security Task Force (Region 4) to practice hurricane scenarios.
    All members of C3TEST are certified in NIMS, ICS, COML and HSEEP*, and most have first-responder and emergency management experience. This experience helps ensure that all plans and procedures are practical as well as compliant with local, regional, state and federal policies.
