In 2017, the provincial government of Newfoundland and Labrador said they would welcome 50 percent more immigrants per year by 2022. To meet their expectations, they need to attract more than 600 immigrations.

    "That 1,700 was, I guess, a lofty goal when we started, "Bernard Davis, Newfoundland and Labrador's Minister of Advanced Education, Skills and Labour told CIC News, "We anticipated by the end of this fiscal year we should be surpassing (our goal) quire substantially."

    The immigration applications to Newfoundland from 2018 to 2019 have increasingly doubled due to the province five-year immigration strategy in combination with the federal government's Atlantic Immigration Pilot Program (AIPP).

    The application surplus has increased the standard application processing time for Newfoundland and Labrador, as per the CBC News report. There are five specially trained immigration program development officers, and one is on leave until September. The department is planning to revise the strategy to address immigrant incursion. The details of the program are expected to be out later this year.

    Statistics Canada reports that about 51percent of Newfoundland and Labrador Immigrants stayed in the province from 2011 to 2016.

    "The retention rate is really where we want to put our focus," Davis said, "The five-year plan was there to make sure we can accept immigrants, now the third year is focused on trying to put supports around them, and keep them here—which is really, really important."

    The decline in population rate of the province has resulted in calling the skilled migrants to Newfoundland and Labrador. In the absence of immigrants, the youngest and easternmost province will witness a decrease of 10 percent by 2025. In the first quarter of 2019, immigration was the only factor contributing to growth, according to Statistics Canada.

    Newfoundland and Labrador is the youngest province of Canada that joined Confederation in 1949. To immigrate through Newfoundland and Labrador Provincial Nominee Program (NLNP) there are six categories:
