It was formerly called Anihan Festival, from anihan meaning "harvest", to signify that the occasion was previously held to give thanks for all
    kinds of harvested goods from their rich land.

    However, the name was later on changed to Palay which means "rice grain". First, supplying "palay" or rice is the municipality's main source of income; the place was known to produce the greatest amount of the country's staple food in all Palawan. And second, because the production of rice plays an important role in the establishment of their municipality.

    The establishment of the Narra municipality goes back to the year of 1969, through the enactment of Republic Act 5642. Prior to that, Narra (which stands for National Resettlement and Rehabilitation Administration) was only a sitio chosen by the National Administration to serve as the main site for increasing the country's rice and corn produce.

    Farmer-settlers were sent to this area to cultivate the land and form fields that will yield great rice harvest. Because of the natural richness and fertility of the land coupled with the hard work of its settlers, it didn't take much time for NARRA to be called as the "Rice Granary of Palawan". Their agricultural prosperity led to the economic and structural development of the area, which convinced the government that Narra is not just a sitio but a municipality in itself.
