    The two environmental specialists addressed the minor tweaks and changes made to the SSRA and how they provide efficiency and clarity in terms of what they need to do in specific circumstances.

    “I like to describe the way we work as everything outside the building is all above and the work we do below ground and inside the building is remediation. So we’re fully involved in all types of remediation projects. We also run redevelopment projects after the remediation is completed and we’re excited that the DEP is coming out with new regulations in hopes that our redeveloper clients create more projects in New Jersey and New York,” stated David Eareckson.

    They touched on the positive impact the regulatory structure has had on the Garden State as it’s been in effect for the past decade. It has promoted much success in cleaning up properties that were challenged by environmental effects.

    “That to me is what I see as the biggest change, is the LSRPs accepting responsibility and being able to make decisions to help move the process forward. This really expedited a lot of the cases that I’ve seen where they had been tied up in DEP and it was very difficult getting a final decision. The LSRP program is what finally lead to that freedom,” commented Rob Gascoyne.

    Mr. Eareckson serves as Vice President and provides overall supervision and support to the civil, survey, landscape architecture, and planning for land development in the performance of projects for private and public sector clients. Mr. Eareckson also supervises the planning and design of all phases of large-scale projects including stormwater management, sanitary sewer systems, potable water systems, site grading, and all types of land use permitting. He interacts with local and county engineering offices, utility agencies, NJDEP personnel, and clientele, resulting in extensive engineering design, approval, and permitting experience of more than 25 years.

    Mr. Gascoyne has more than 20 years of experience managing and performing site investigations, remedial alternatives analysis/feasibility studies, compliance audits and remedial actions. He has extensive experience managing hazardous waste site evaluations, investigations, and remediations at various U.S. Environmental Protection Agency (EPA), New Jersey Department of Environmental Protection (NJDEP), U.S. Army Corps of Engineers (USACE), and private-sector sites, has extensive work with the New Jersey Technical Requirements for Site Remediation and EPA (CERCLA/RCRA/TSCA) Guidance Documents, and has experience negotiating favorable outcomes with various state (NJDEP, NJEDA) and federal agencies (EPA, ACOE and USCG).
