    Led by Kim Threlfall, PMP, LEED AP and Paul Stanton, both of whom reside in and have extensive experience working in the State of Connecticut, the Essex office provides National Environmental Policy Act (NEPA) and state equivalent compliance process expertise, including Connecticut Environmental Policy Act (CEPA), Massachusetts Environmental Policy Act (MEPA), and New York State Environmental Quality Review Act (SEQR) documentation, as well as Section 4(f) and Section 106 compliance/evaluations, environmental permitting, and sustainability/resiliency planning for transportation, energy, utility and other public and private infrastructure developments.

    With a combined total of more than 50 years of environmental planning experience, Ms. Threlfall and Mr. Stanton will draw on the technical expertise of over 250 Matrix professional staff located in our regional and national offices to provide a full range of environmental and other related services to the New England market. In addition to the services listed above, the Essex office also offers GIS, land surveying, specialized ecological investigations, coastal engineering, and public outreach services.

    About Kim Threlfall
    Director of Environmental Planning – NEPA Practice, Kim Threlfall is a recognized Project Management Professional (PMP) and LEED AP. With over 20 years in the environmental consulting field, she specializes in the development, management, review, and coordination of multidisciplinary projects that require compliance with NEPA and/or state-equivalent environmental reviews. She is an expert in managing all aspects of a project, including client management; public outreach; scoping; environmental analysis and document review; and ensuring adherence to NEPA and state equivalents requirements. Ms. Threlfall’s experience includes numerous projects for public and private sector entities, including Connecticut Department of Transportation, Connecticut Airport Authority, the Port Authority of New York and New Jersey, Federal Aviation Administration, and Federal Highway Administration. Recent projects include NEPA/CEPA compliance for the New Haven-Hartford Springfield Rail Program, NEPA/CEPA compliance for the Rehabilitation of Heroes Tunnel, NEPA Environmental Assessment (EA) for the JFK Airport Redevelopment Program, SEQRA compliance for the RFK Bridge New Ramp and Fender Rehabilitation Project, NEPA/SEQRA compliance documents for various Metropolitan Transportation Authority projects in New York City. Ms. Threlfall holds a BA in Geology from Colgate University, participated in the Woods Hole Sea Education Semester Field Program, and has completed coursework at the Duke University Environmental Leadership Program Nicholas School of the Environment and Earth Sciences (focusing on NEPA Case Law and Cumulative Effects in the NEPA Process). She is an active member of the National Association of Environmental Professionals, participating in regular conversations as part of the Environmental Justice, NEPA, and Transportation Working Groups within that organization.

    About Paul Stanton
    Senior Project Manager Paul Stanton’s 32-year career has focused on helping clients navigate the ever-changing suite of environmental regulations that are applicable to infrastructure development projects. His expertise is environmental documentation pursuant to NEPA and state-equivalent guidelines. He is responsible for all aspects of successful project execution, including scope development, fee estimating, contract negotiations, financial tracking, client relations, public outreach, data collection and impact analysis, report preparation, and quality review of deliverables. His experience spans close to 100 projects throughout New England, New York, Virginia, and Arizona. Notable projects include New Haven-Hartford Springfield Commuter Rail (CT); Reconstruction of I-84 in Waterbury (CT); Fairfield Metro Station (CT); Quinnipiac River Bridge EIS (CT); US Route 6 EIS (CT); Nashua-Hudson Circumferential Highway EIS (NH); Lake Champlain Bridge Replacement (NY-VT); Virginia Beach Transit Extension EIS (VA); and Loop 101 Freeway EIS in Scottsdale (AZ), among many others. Stanton holds an MS in Environmental Science from the University of New Haven and a BS in Biology from Trinity College, CT. He has also taken coursework and training related to FHWA Section 4(f) processing, and FHWA and FTA Noise Assessment procedures. Stanton is also a member of the National Association of Environmental Professionals.
