It is transparent that trifocal education system managed to handle the required qualities of educations and skills in the different subsidiaries and centers of education and manpower development in the country. We need more graduates that could get a scholarly grade to land a white-collar philippine jobs in the corporate world, it is melancholy to say that we have a vague education process as far as education management is concern. Unemployment rate is increasing in large volumes. It is again the ballooning problem of the department of labor and industry to create employment awareness by joining projects to the private sectors to promote colored job fairs to these job seekers who are graduates in different courses.

    We are gearing towards to a new education management. The training services and human resource council is tying up its project to people organizations to bridge the stake holders, local government units and the different organizations like the formal and informal groups to join together in order to find solutions to the existing unemployment in the country. One of the reasons why there are myriad of unemployment is the qualifications of the applicants to fit in the work place. There are mushroom of training services anchored to the trifocal education system that requires competency and assessment but the learning or training outside the program is not akin to the training compared to the training centers in the philippine technical industry.. In other words it's not a quality training and destitute in quality control to apply the descent and necessary tool and materials to support the underground and the corporate world. For example, the short term courses must concentrate to the important areas of the required skills because it is considered as short program and it is imperative to apply skills on the major areas of concern, with out fusing the comprehensive subjects in the 4 year courses curriculum. It is a very basic approach to weed the problem.

    Manpower development is the concentration to the skills both in science and in arts, it is science because they learn the pedagogy of knowledge of the training procedures and its effect, it is an art because it has the part or portion of being human to become more responsible workers in the society. There must be a new public policy for the education system to tame down the extra baggage of too redundancy in the flow of education trainings especially to the manpower skills development.

    To have a qualified workers to work abroad and to the different avenue of the business wall, the department of education must possessed the credibility as oneness of the different education systems and the manpower training centers to attract more clients and involvement of the stake holders to support the program. It needs construction of the education departments to spruce the malady of personal interest and work towards the establishments of manpower development. Now the Philippines is one of the toughest hub in business process outsourcing, with the right directions back by the different training centers with the higher education, we could provide an A-1 technical jobs in the different international communities.
