Hong Kong Updates List of Safety Standards for Toys and Children’s Products

  • (1888PressRelease) May 06, 2019 - In March 2019, Hong Kong announced an updated list of six safety standards for toys and five categories of children’s product. These fall under Kong Kong’s Toys and Children’s Safety Ordinance, which stipulates products must comply with applicable requirements from one of the safety standards specified in Schedules 1 and 2.

    The amended list contains standards which are either recognized international standards or standards that are adopted by major economies. They demonstrate compliance (presumption of conformity) with the requirements of the Ordinance.

    The updated standards are:

    • Toys:
    o ISO 8124-1:2018
    o ISO 8124-4:2014/ Amd.1:2017
    o BS EN 71-3 +A3:2018
    o BS EN 71-7:2014 +A2:2018
    o BS EN 71-8:2018
    o BS EN 71-14:2014 +A1:2017
    • Child safety barriers for domestic use: ASTM F1004-18
    • Children’s cots for domestic use:
    o BS EN 716-1:2017
    o BS EN 716-2:2017
    • Children’s high chairs and multi-purpose high chairs for domestic use:
    o ASTM F404-18
    o BS EN 14988:2017
    • Children’s paints: BS EN 71-3:2013+A3:2018
    • Playpens for domestic use: ASTM F406-17

    The issuing of the amended list follows a consultation launched by the Hong Kong government in December 2018. In many cases the new safety standards are merely the current iterations of the previously accepted standards.

    The Hong Kong government has also amended the list of standards in the Toys and Children’s Products Safety Ordinance (Schedules 1 and 2).

    The new standards will come into effect on October 1, 2019.
