Hong Kong Consults on Changes to Safety Standards for Toys and Children’s Products

  • (1888PressRelease) December 21, 2018 - Stakeholders have until December 31, 2018, to comment on proposals by the Hong Kong authorities to update safety standards for certain toys and children’s products.

    The consultation was launched on December 1, 2018. It proposes the adoption of five categories of Schedule 2 products and up-to-date versions of international toy safety standards.

    The five categories of Schedule 2 products are:
    • Children’s safety barriers for domestic use
    • Children’s cots for domestic use
    • Children’s high chairs and multi-purpose high chairs for domestic use
    • Children’s paints
    • Playpens for domestic use

    The updated international standards are:
    • Toys:
    o International - ISO 8124-1:2018 and ISO 8124-4:2014/ Amd.1:2017
    o British/European - BS EN 71-3 +A3:2018, BS EN 71-7:2014 +A2:2018, BS EN 71-8:2018 and BS EN 71-14:2014 +A1:2017
    • Child safety barriers for domestic use:
    o American - ASTM F1004-18
    • Children’s cots for domestic use:
    o British/European - BS EN 716-1:2017 and BS EN 716-2:2017
    • Children’s high chairs and multi-purpose high chairs for domestic use:
    o American - ASTM F404-18
    o British/European - BS EN 14988:2017
    • Children’s paints:
    o British/European - BS EN 71-3:2013+A3:2018
    • Playpens for domestic use:
    o American - ASTM F406-17

    If adopted, these standards will be applied to products offered onto the market in Hong Kong. The Hong Kong Toys and Children’s Safety Ordinance stipulates that toys and children’s products are obliged to comply with all the applicable requirements in any one of the safety standards specified in Schedules 1 and 2 of the Ordinance.

    Stakeholders have until December 31, 2018, to comment.
