A member of the firm's Environment and Natural Resources practice, Clarke focuses on advising public and private entities on mandatory and voluntary measures to reduce greenhouse gas (GHG) emissions, as well as carbon markets in the U.S. and internationally, including the development, contracting and due diligence of GHG offset projects.

    Focusing on environmental, energy and climate law issues, Clarke has extensive experience and participation in the U.S., European Union and international climate change policies. He has advised private, governmental and institutional entities on more than a 100 climate change law and policy assignments. Clarke also works with clients in exploring incentives for renewable energy projects.

    Clarke counsels clients in examining operations, transport and the supply chain, measuring and cost-effectively reducing greenhouse gas emissions. In addition, he has represented clients in the evaluation and contracting of more than 30 GHG offset projects carried out under the Clean Development Mechanism (CDM) of the Kyoto Protocol and voluntary market standards. Clarke also advises on the requirements of the European Union Emission Trading Scheme, and U.S. state and federal programs to reduce GHGs.

    Clarke also is a partner consultant with ClearCarbon, a consulting firm that assists companies in measuring and cost-effectively reducing their carbon footprints. He previously represented the State of New Mexico in the drafting and implementation of environmental laws, environmental compliance litigation and facility permitting under the Clean Air Act and other environmental laws.

    Clarke has served as an invited speaker at such events as the U.N. Climate Change Conference and published several articles on climate change law and policy, including a chapter in the Oxford University Press book Legal Aspects of Carbon Trading. He earned his L.L.M., magna cum laude, in international energy and environmental law from K.U. Leuven in Belgium, with a focus on climate change law and the use of market mechanisms to achieve GHG reductions (2006). Clarke earned his J.D. from Gonzaga University of Law (1996) and his B.S., cum laude, from Texas Tech University (1992).
