Five Hazardous Substances Regulated in Singapore

  • (1888PressRelease) July 13, 2022 - Companies operating in Singapore are reminded that the authorities have issued two amendments under the Environment Protection and Management Act 1999 (EPMA) to regulate five hazardous chemicals and products containing these chemicals.

    The amendments relate to:
    • Amitrole
    • Dechlorane Plus
    • Iprodione
    • Nonylphenol NP) and nonylphenol ethoxylates (NPE)
    • UV-328

    The rules affect all economic operators – importers, manufacturers and distributors – who must now apply for a Hazardous Substance (HS) license/permit for their import, export, sale, storage or use. However, stakeholders should also be aware that Part 1 of the Second Schedule of the EPMA does not provide exclusions for these five chemicals and therefore they are now essentially prohibited.

    Published on May 31, 2022, the two amendments are:
    • S 435/2022 ‘Environmental Protection and Management (Hazardous Substances) (Amendment) Regulations 2022 – amends the Schedule to the Environmental Protection and Management (Hazardous Substances) Regulations (Rg 4)
    • S 436/2022 ‘Environmental Protection and Management Act 1999 (Amendment of Second Schedule) Order 2022’ – amends Part 1 of the Second Schedule to the Environmental Protection and Management Act 1999

    They will come into effect on March 1, 2023.
