Field test of the Emergency Support System prototype in Nimes (F) to address a simulated flood event and stadium evacuation

  • (1888PressRelease) February 23, 2012 - The "Emergency Support System" - ESS is a R&D project supported by the European Commission / DG Enterprise in frame of the Security Theme 10 of the E.C. 7th Framework Program. The objective of the ESS is to develop a suite of real-time data-centric technologies aiming to provide actionable information to crisis managers during abnormal events. This information will enable improved control and management, resulting in real time synchronization between forces on the ground (police, rescue teams, fire fighters) and out-of-the-theatre command and control centers (C&C).

    The project holds a series of field tests concerning a variety of emergency and crisis cases including simulation of a flood event near a football stadium during a soccer game, an air-crash incident in the mountains followed by forest fire, and an accident of a truck carrying dangerous chemicals leaching to a nearby river. The field tests are planned to take place in France during the years 2012 and 2013.

    The first ESS field tests is planned to take place in the Stade des Costieres in the city of Nimes (F) the 24th of March 2012 and it will be based on a scenario concerning a flood event crisis in the area where the Stade des Costieres is located. The purpose of this event is to demonstrate and validate the potential contribution and performance of the ESS system into crisis management operations. The test is organized by CEREN, the Test and Research Center of ENTENTE for the Mediterranean Forest, on behalf of the ESS consortium in cooperation with local and regional services and authorities including Nimes Prefecture (COD), Gard Department Fire Service (CODIS 30), Police (CIC), City of Nimes,Meteo-France and Autoroute du Sud de la France (ASF).

    The venue will be in Nimes (Fr), at the Stade des Costieres; starting at 17:30 on Saturday 24th March 2012 and ending approximately at 22.30.

    The test is of interest for decision makers, operational organizations, emergency and crisis management personnel, field experts and specialists, local and regional authorities and government organizations.

    ESS consortium would like to invite any interested organization to join this event nominating a representative to participate as observer in the field test.

    During the test will be demonstrated several components and modules of the ESS system regarding surveillance, field measurements, area monitoring, field sensors, fleet and traffic management, risk assessment, alerting citizens etc.

    A Debriefing session is planned at the end of the test in order to allow all participants to evaluate the organization and the ESS systems and components presented during the event.
