European Chemical Agency Updates Candidate List for SVHCs

  • (1888PressRelease) February 02, 2018 - The European Chemical Agency (ECHA) has expanded its Candidate List of Substances of Very High Concern (SVHC) to 181 entries. It has done this by adding seven new SVHCs and, at the same time, it has also updated the entry for Bisphenol A (BPA).

    BPA is used as an anti-oxidant in processing PVC; in epoxy resin hardening, epoxy adhesives and encapsulants; and in the manufacturer of thermal paper, polycarbonate, epoxy resins, and coating materials. It is already included on the SVHC Candidate List based on its classification as toxic for reproduction category 1B (Repr. 1B) and its endocrine disrupting properties with serious effects to human health. The amendment will also list BPA for its endocrine disrupting properties with serious effects to the environment.

    The seven new SVHCs break down into three types.
    • Two are polyaromatic hydrocarbons (PAHs) – benz[a]anthracene and chrysene. These are produced with other PAHs as constituent parts of coal and petroleum stream Substances of Unknown or Variable Composition (UVCB). They are classified as Carcinogenicity category 1B (Carc. 1B) and have Persistent, Bioaccumulative and Toxic (PBT) and Very Persistent and Very Bioaccumulative (vPvB) properties

    • Three substances are cadmium compounds:
    o Cadmium nitrate
    o Cadmium carbonate
    o Cadmium hydroxide

    They have a wide range of uses, including the manufacture of electrical equipment, electronics, plastics, glass, ceramics and paper products. They are classified as Carc. 1B and germ cell mutagenicity category 1B (Muta. 1B). They are also recognized as substances that cause damage to kidneys and bone following prolonged exposure

    • Two substances are recognized as UVCBs:
    o The non-plasticizing flame retardant Dechlorane PlusTM, including its anti- and syn- isomers or any combination
    o Corrosion inhibitor - reaction products of 1,3,4-thiadiazolidine-2,5-dithione, formaldehyde and 4-heptylphenol, branched and linear (RP-HP)

    The first substance is used in plastics, cables, automobile parts, connectors, adhesives and binding agents. It is considered to be vPvB. The corrosion inhibitor is used in lubricant additives, lubricants and greases. It is considered to be an endocrine disrupter to the environment

    The amendments to the SVHC Candidate List were made on January 15, 2018. According to Article 33 of REACH, manufacturers and importers operating in the European Union (EU) and European Economic Area (EEA) must provide information to recipients to allow the safe use of a product when the concentration of the SVHC exceeds 0.1% (w/w). The same information must be supplied to consumers within 45 days upon request.

    When articles contain an SVHC in a concentration exceeding 0.1%, in quantities that exceed one-tonne per year, a notification must be submitted to the ECHA under Article 7 of REACH.

    Stakeholders should be aware that notification of SVHCs in an article must be made within six-months of their inclusion on the Candidate List. Stakeholders therefore have until July 15, 2018, to notify the ECHA of any of the newly listed SVHCs.
