Europe Restricts Use of Zinc Oxide as a Colorant

Zinc oxide has been restricted for use as a colorant in cosmetic products by the European Commission. End Quote

(1888PressRelease) September 12, 2017 - The European Commission (EC) has published Regulation (EU) 2017/1413 restricting the use of zinc oxide as a colorant. Under Entry 144 of Annex IV to Regulations (EC) No. 1223/2009, zinc oxide will not be permitted for use in applications where its use may lead to exposure of the end-user’s lungs by inhalation.

The EC has previously considered restricting the use of zinc oxide twice, following reviews by the Scientific Committee on Consumer Safety (SCCS):
• SCCS/1489/12 – revised December 11, 2012
• SCCS/1539/14 – revised June 25, 2015

The new regulation entered into force on August 24, 2017.

Stakeholders need to aware of the timeline for compliance with the new law:
• After February 24, 2018 – only cosmetic products compliant with the regulation can be placed on market
• After May 24, 2018 – only cosmetic products that comply with the regulation can be offered for sale in the EU
