EU Introduces Restrictions on Methanol and NMP in Certain Mixtures Under REACH

  • (1888PressRelease) May 11, 2018 - The European Union (EU) has added two completely new substances to its list of chemicals restricted under Annex XVII of REACH. The two chemicals are:

    • Methanol
    • 1-Methyl-2-pyrrolidone (NMP)

    Under Regulation (EU) 2018/589, methanol must be less than or equal to 0.6% in windscreen washing and defrosting fluids. The regulation creates entry 69 in Annex XVII of REACH and will come into effect on May 9, 2019.

    This legislation was published on April 19, 2018 with the EU publishing a corrigendum on April 23 to revise the compliance date to May 9, 2019.

    Under Regulation (EU) 2018/588, NMP is restricted in the following ways:

    • Substance on its own or in mixtures – less than or equal to 0.3%
    o After May 9, 2020 – placed on market, unless Derived No-Effect Levels (DNELs) relating to exposures have been included in chemical safety reports and safety data sheets (SDS)
    o After May 9, 2020 - manufactured or in use, unless risk management levels are taken and operational conditions are provided to ensure exposures are below DNELs
    • Substance on its own or as a solvent or reactant in the process of coating wires – less than or equal to 0.3%
    o May 9, 2024

    Stakeholders should now check their products are compliant with the latest requirements on chemical restrictions under Annex XVII of REACH.
