EU Holds Stakeholder Consultation on Four Substance Groups Under RoHS 2

  • (1888PressRelease) October 26, 2019 - European Commission begins stakeholder consultation on four substance groups under the European Union’s (EU’s) Restriction of Hazardous Substances (RoHS) 2. The consultation forms part of a study to review and amend the Annex II list of restricted substances under Directive 2011/65/EU (RoHS 2).

    Conducted by the Oeko-Institut, the six-week stakeholder consultation is collecting comments on four groups of substances:
    • Cobalt dichloride and cobalt sulphate
    • Nickel sulphate and nickel sulfamate
    • Beryllium and its compounds
    • Indium phosphide

    In total, “Study to support the review of the list of restricted substances and to assess a new exemption request under RoHS 2 (Pack 15) will assess seven substance groups in relation to amending the RoHS 2 Annex II list. The final three substances will be put to a consultation in the fourth quarter of 2019. They are:
    • Diantimony trioxide (flame retardant)
    • Tetrabromobisphenol A (TBBP-A, flame retardant)
    • Medium chain chlorinated paraffins (MCCPs) - Alkanes, 14-17, chloro

    The study, categorized as RoHS Pack 15, was originally started in January 2018 with the intention to look at and update the existing methodology for identifying and assessing substances for possible restriction under RoHS 2. In addition, it will also update the inventory and assess the seven substances for the possible inclusion. The second part of the study focuses on the methodology for exemption evaluation and the request for a new exemption.

    This consultation is part of the study’s Substance Review. A companion consultation, the Substance Inventory, will collect information concerning its updating and for the final determination of the substances to be subjected to the prioritization review.[1]

    • EEE industry
    • EEE industry federations
    • Consultancies
    • Research institutions & universities
    • NGOs
    • Public administrations

    The current consultation period began on September 26, 2019 and runs for six weeks, until November 7, 2019.
