EU Could Introduce Aniline Restrictions for Some Toy Materials

  • (1888PressRelease) October 07, 2020 - European Union (EU) releases proposal to restrict aniline in specific toy materials.

    According to the proposal circulated by the World Trade Organization (WTO) on September 8, 2020, the EU proposes aniline restrictions on textiles and leather materials, and in finger paints. These will be restricted under Appendix C to Annex II of Directive 2009/48/EC, the so-called European Toy Safety Directive (TSD). Appendix C to Annex II of TSD relates to ‘Toys intended for use by children under 36 months or in other toys intended to be placed in the mouth’.

    The requirements in the proposal are:
    • Textiles and leather – no more than 30 mg/kg after reductive cleavage
    • Finger paints :
    - No more than 10 mg/kg as free aniline
    - No more than 30 mg/kg after reductive cleavage

    The WTO circulated the proposal attached to WTO document number 20-6063. If accepted, it will expand the number of substances in Appendix C of the TSD from eleven to twelve.

    The proposed timeline is:
    • Adoption: Q1 of 2021
    • Entry into force: Q3 of 2022 (18 months after publication in OJEU)
    • Effective: Q3 of 2022 (one day after entry into force)
