    Event Synopsis:
    The 2010 Affordable Care Act (ACA) health reform law established state-based health insurance exchanges to provide an individual market for qualified health insurance plans on health insurance exchanges or marketplaces. Risk Adjustments, Reinsurance, and Risks Corridors - collectively called as the 3Rs, were established to help protect consumers by stabilizing premiums in the reformed health insurance marketplace and to create a more stable and predictable environment for consumers purchasing health insurance coverage. However, six years after the passage of ACA, individuals and small-group insurance markets are still experiencing difficult times. Certain health insurers endured substantial losses and yet incurred large charges under the Risk-Adjustment program. Lawsuits regarding operation of the Risk Corridors program are ongoing and that temporary program as well as the Reinsurance program expired at the end of 2016.

    Under the Trump administration, the US will likely experience transformative changes to its healthcare system which will have a deep and unprecedented impact on insurance carriers and group health plans. Among these are uncertainty regarding the exchanges and ACA subsidies, new regulations for insurers, the possible repeal of portions or all of the ACA and the adoption of alternative reform measures.
