Canary was nominated for his more than 12 years of service to the Community Development Law Center and its clients in property tax appeals and research projects.

    "There is no attorney more deserving of this award than Dave. He embodies the ideal pro-bono lawyer with his ongoing enthusiasm for public service and grace in working as a volunteer. Even though his counsel is in great demand by large corporations, Dave has always made time to help people that need legal services but cannot afford them," said Tad Everhart, an attorney with the St. Andrew Legal Clinic and Canary's nominator. "The Community Law Center and our clients rely heavily on Dave's tax expertise and trial experience. His ability to obtain property tax exemptions for affordable housing organizations is crucial to retaining low income housing for individuals and families."

    For more than 25 years, Canary, of counsel in the firm's Portland office, has focused his legal practice on state income taxation and ad valorem taxation of commercial and industrial properties, as well as multistate utilities and transportation companies. He has tried the two largest tax cases in Oregon's history and has represented taxpayers in Oregon, Washington, Idaho, California and Tennessee.

    Previously with the Tax Section of the Oregon Attorney General's office, Canary was selected by the Institute for Professionals in Taxation to author its amicus curiae brief to the Washington Supreme Court. He was instrumental in the creation of Oregon's new Tax Magistrate Division of the Oregon Tax Court and chaired the committee that drafted its court rules. Canary has been a consultant to industry committees with the Oregon Department of Revenue and before the Oregon Legislature regarding tax legislation.

    A member of the Oregon State Bar's Tax Section, American Property Tax Counsel, Associated Oregon Industries' State Taxation Committee and Institute for Professionals in Taxation, Canary has lectured and been published widely on issues relating to state and local tax litigation. He earned his J.D. from the Lewis & Clark Law School (1976) and his B.A., cum laude, in economics and political science from Linfield College (1972).
