CPSC Holds Consultation on Proposed Age Determination Guidelines for Toys

  • (1888PressRelease) June 29, 2018 - The United States’ Consumer Product Safety Commission (CPSC) is seeking comments relating to the proposed revision to its age determination guidelines for toys.

    What should be considered hazardous in toys is largely related to the abilities of the child using the toy. Since children develop rapidly over a short period of time, what is considered dangerous for one age group will quickly become safe as the child grows. Age determination is therefore a key factor for toy manufacturers to help them produce safe and compliant toys.

    The guidelines, which are also used in the development of the global toy guideline ISO/TR 8124-8:2016, are drawn up using research and observations of the way children play. The current version was introduced in 2002, with the toy categories being listed reflecting the types of toy available at that time:
    1. Exploratory and Practice Play
    2. Building Play
    3. Pretend & Role Play
    4. Game & Activity Play
    5. Sports, Recreational, & Outdoor Play
    6. Media Play
    7. Educational & Academic Play

    Since 2002, consumer purchasing preferences have changed, children’s access to toys and the types of toy available, have all changed. The draft age determination guidelines being offered for consultation by the CPSC therefore now include an eighth category – Technology Play – to reflect the growing importance of smart electronic toys, and especially the increasing dominance of children’s toys using smart phones and tablets.
