Carter, who holds a BS in Political Science from Oregon State University, an MA in Liberal Arts from Houston Baptist University, and an MA in National Security and Strategic Studies from the Naval War College, and is a certified paralegal through the state of California since 2010, retired from the US Navy as a commander in October 2005. Two years later, he began working for the Disabled American Veterans (DAV).

    Working as an advocate to help veterans, their families, and survivors to obtain the benefits earned by their service in the armed forces, Mr. Carter represents individuals before the Department of Veterans Affairs (VA) at the federal and state level. As a supervisor for the organization, he helps serve veterans throughout Oregon, eastern Idaho, and the southern part of Washington state.

    Noting that it is not necessary for the veteran to be a member of the DAV to receive assistance from the organization, and that there is no cost associated with their service, Mr. Carter is proud to be able to assist his fellow veterans and their families in a timely fashion. Though it can sometimes be a long process and mistakes could add years to the wait, he feels that it's important that he practice patience with each and every client.

    "Patience is key because most people come to see us after they have already tried working directly with the VA," Mr. Carter explained. "It helps to have a navigator because the process isn't intuitive by any means."

    With aspirations of continuing to serve with the DAV, Mr. Carter would consider taking on an area supervisor or assistant director role in the future, as there is plenty of room for advancement. Currently, Mr. Carter is an active member of the American Society of Military Comptrollers, National Guild of Attorneys in Fact, Inc., Dramatists Guild of America, and the University of San Diego Paralegal Alumni Association. He served in the US Navy from 1975-2005, during which time he received numerous awards and recognitions for his service.
