20th Edition of American Apparel & Footwear Association Restricted Substances List Released

  • (1888PressRelease) May 01, 2019 - In February 2019, the American Apparel & Footwear Association (AAFA) released the latest version of its Restricted Substances List (RSL).

    Stakeholders should be aware that the latest RSL, the twentieth edition, contains several major changes from the previous version. These include:

    • Arylamines:
    o Added Quinoline (CAS # 91-22-5) with limit 50 mg/kg
    o Added Amendment 2018/1513 to Annex XVII to Regulation (EC) No 1907/2006 under “Regulation”
    • Disperse dyes:
    o Added:
     Basic Violet 3 (CAS # 548-62-9) with limit 50 mg/kg
     2,4-diaminoanisole sulphate (CAS # 39156-41-7) with maximum limit 30 mg/kg
     4-chloro-o-toluidinium chloride (CAS # 3165-93-3) with limit 30 mg/kg
    o Added Amendment 2018/1513 to Annex XVII to Regulation (EC) No 1907/2006 under “Regulation”
    • Flame retardants:
    o Added decabromodiphenyl ether (decaBDE) (CAS # 1163-19-5) with limit 0.1% by weight
    o Added Amendment 2017/227 to Annex XVII in (EC) No 1907/2006 under “Regulation”
    • Metals:
    o Updated extractable levels (from ES 7322/2018) for:
     Arsenic - 0.2 mg/kg
     Chromium - 2 mg/kg
     Lead - 0.2 mg/kg
     Mercury - 0.02 mg/kg
     Cadmium - 0.1 mg/kg
    o Added test method ISO 17072-1
    • Miscellaneous:
    o Added:
     Benzene (CAS # 71-43-2) with limit 5 mg/kg
     Benzotrichloride (CAS # 98-0707) with limit 1 mg/kg
     p-Chlorobenzotrichloride (CAS # 5216-25-1) with limit 1 mg/kg
     Benzyl chloride (CAS # 100-44-7) with limit 1 mg/kg
    o Added Amendment 2018/1513 to Annex XVII to Regulation (EC) No 1907/2006 under “Regulation”
    • Solvents:
    o Added:
     N,N-Dimethylacetamide (DMAC) (CAS # 127-19-5) with limit 3000 mg/kg
     N,N-Dimethylformamide (DMF) (CAS # 68-12-2) with limit 3000 mg/kg
    o Added Amendment 2018/1513 to Annex XVII to Regulation (EC) No 1907/2006 under “Regulation”
    o Added test method CEN ISO/TS 16189

    The AAFA RSL is intended to provide the apparel and footwear industry with the information it needs to facilitate compliance in a global marketplace. It covers 12 categories and over 250 substances and is regularly updated to reflect changes and additions to global regulations that restriction or prohibit certain chemicals in finished products.
