China Proposes General Restrictions on Hazardous Chemicals in Consumer Products

  • (1888PressRelease) May 09, 2017 - The Chinese National Consumer Product Safety Standardization Technical Commission has recently concluded a 19-day public consultation on a proposal including 103 chemical restrictions in a wide-range of consumer products.

    The proposal seeks to regulate a comprehensive list of chemicals, including:
    • Heavy metals such as cadmium, chromium (VI), lead, mercury and nickel
    • Organic chemicals such as alcohols, aldehydes, alkanes, alkenes, amines, asbestos, benzene, BPA, dyes, esters, ethers, haloalkanes, methylbenzene, phenols, polycyclic aromatic hydrocarbons (PAHs), phthalates, polybrominated biphenyls (PBBs), polybrominated diphenyl ethers (PBDEs) and short chain chlorinated paraffins (SCCPs)
    • Organometallic compounds such as organotins and salts

    The proposals contain several specific restrictions related to electrical and electronic equipment (EEE). These include restrictions on lead (Pb), mercury (Hg), chromium (CrVI), cadmium (Cd), polybrominated biphenyls (PBB) and polybrominated diphenyl ether (PBDE).

    These restrictions are drawn from various different national and international standards, including:
    • Chinese national standards (GB and GB/T)
    • EN 71-9 relating to organic chemicals in toys
    • EN 71-12 relating to n-nitrosamines and n-nitrosatable substances in toys
    • European legislative requirements - Regulation (EC) 1907/2006 on REACH, Regulation (EU) 10/2011 on food contact plastics, and Directive 2014/81/EU on bisphenol A (BPA) in toys
    • Oeko Tex Standards for textile products

    The Chinese National Consumer Product Safety Standardization Technical Commission concluded it public consultation on April 15, 2017. If adopted, the standard will be published and become a national standard for chemical safety in consumer products in China. The standard will then be used by relevant authorities to ensure quality and safety in consumer products entering the China market.
