    Codex Alimentarius was founded in 1962 by the UN to establish international free trade foods. It is jointly administered by the World Health Organization (WHO) and the Food and Agriculture Organization (FAO) through annual and regional meetings.

    Codex sets advisory standards and guidelines which nations may adopt or modify. If they modify them without special protections, nations may be found guilty of setting up trade barriers by the World Trade Organization (WTO), and be assessed crippling financial penalties. If, on the other hand, countries deviate from Codex texts by creating a scientifically strong alternative guideline or standard, and pass enabling legislation (a process we refer to as "The Codex Two Step") they are free to deviate from Codex without being found guilty of creating barriers to trade. WTO has repeatedly refused to grant Codex a unique position as THE international food code, saying it is one of several such standards.

    Codex decisions are, however, often perceived as inevitable by many developing nations which are not aware of the flexibility to protect the health of their people through the Two Step Process.

    Codex' decisions are heavily influenced by the desires of multinational special interest groups who send representatives to sit on national committees and as NGO delegates. Because Codex is so heavily influenced by corporate interests, its decisions are, in our opinion, often helpful to corporate well-being but strikingly detrimental to human and einviromental health.

    Codex pertains to every bite - and kind of - food traded internationally and allows high doses of pesticides, veterinary drugs, synthetic hormones, contaminants, artificial sweeteners, and other dangerous compounds and processes (like mandated irradiation of food) while it forbids health claims for food.

    Now CODEX and the FDA are working in concert towards complete control of the vitamin and nutrient industry. They want to control the all the information related to vitamins and supplements as well as make it necessary to have a prescription to purchase them. The effort, of course, backed by large Pharmaceutical companies and lobbyists seeking to gain total control of the industry.

    As governmental neocons are becoming completely warped with power and control over the citizens of the USA in the name of protection, so too are the candidates for office. All but one. Ron Paul.

    Now that many of the Primaries are over health Conscious families across the nation, no matter their party affiliation, are kicking themselves for their uninformed vote. Little did they know that not only is there censorship of bad words on the radio, but censorship of viable candidates for office. Now this crowd of Vitamin Cottage and Whole foods shoppers are rallying behind Ron Paul and bringing a second wave of support to the campaign. Donations from those who have just jumped on the Ron Paul bandwagon have skyrocketed as they frenzy to make up for their Primary vote.

    "I am just so thankful that he [Ron Paul] is still in the race, and to all the supporters he has had all along. I am embarrassed to admit I was so uninformed about the candidates, and angry at the lack of media coverage. I voted for another candidate in our Primary and now I am doing all i can to make up for it. If I have to I will write Ron Paul on the ballot. He is the only one in the race standing up for our personal freedoms." An avid supporter from Denver Colorado said earlier this week. She has now began handing out slim jims all over town, and calling the delegates in her district urging them to vote Ron Paul at the Convention.

    Introducing the Health Freedom Protection Act

    Madam Speaker, I rise to introduce the Health Freedom Protection Act. This bill restores the First Amendment rights of consumers to receive truthful information regarding the benefits of foods and dietary supplements by codifying the First Amendment standards used by federal courts to strike down the Food and Drug Administration (FDA) efforts to censor truthful health claims. The Health Freedom Protection Act also stops the Federal Trade Commissions (FTC) from censoring truthful health care claims.

    The American people have made it clear they do not want the federal government to interfere with their access to dietary supplements, yet the FDA and the FTC continue to engage in heavy-handed attempts to restrict such access. The FDA continues to frustrate consumers efforts to learn how they can improve their health even after Congress, responding to a record number of constituents comments, passed the Dietary Supplement and Health and Education Act of 1994 (DSHEA). FDA bureaucrats are so determined to frustrate consumers access to truthful information that they are even evading their duty to comply with four federal court decisions vindicating consumers First Amendment rights to discover the health benefits of foods and dietary supplements.

    FDA bureaucrats have even refused to abide by the DSHEA section allowing the public to have access to scientific articles and publications regarding the role of nutrients in protecting against diseases by claiming that every article concerning this topic is evidence of intent to sell a drug.

    Because of the FDAs censorship of truthful health claims, millions of Americans may suffer with diseases and other health care problems they may have avoided by using dietary supplements. For example, the FDA prohibited consumers from learning how folic acid reduces the risk of neural tube defects for four years after the Centers for Disease Control and Prevention recommended every woman of childbearing age take folic acid supplements to reduce neural tube defects. This FDA action contributed to an estimated 10,000 cases of preventable neutral tube defects!

    The FDA also continues to prohibit consumers from learning about the scientific evidence that glucosamine and chondroitin sulfate are effective in the treatment of osteoarthritis; that omega-3 fatty acids may reduce the risk of sudden death heart attack; and that calcium may reduce the risk of bone fractures.

    The Health Freedom Protection Act will force the FDA to at last comply with the commands of Congress, the First Amendment, and the American people by codifying the First Amendment standards adopted by the federal courts. Specifically, the Health Freedom Protection Act stops the FDA from censoring truthful claims about the curative, mitigative, or preventative effects of dietary supplements, and adopts the federal courts suggested use of disclaimers as an alternative to censorship. The Health Freedom Protection Act also stops the FDA from prohibiting the distribution of scientific articles and publications regarding the role of nutrients in protecting against disease.

    This legislation also addresses the FTCs violations of the First Amendment. Under traditional First Amendment jurisprudence, the federal government bears the burden of proving an advertising statement false before censoring that statement. However, the FTC has reversed the standard in the case of dietary supplements by requiring supplement manufactures to satisfy an unobtainable standard of proof that their statement is true. The FTCs standards are blocking innovation in the marketplace.

    The Health Freedom Protection Act requires the government bear the burden of proving that speech could be censored. This is how it should be in a free, dynamic society. The bill also requires that the FTC warn parties that their advertising is false and give them a chance to correct their mistakes.

    Madam Speaker, if we are serious about putting people in charge of their health care, then shouldnt we stop federal bureaucrats from preventing Americans from learning about simple ways to improve their health. I therefore call on my colleagues to stand up for good health care and the First Amendment by cosponsoring the Health Freedom Protection Act.

    The Health and Freedom Protection act H.R. 2117 ensures Americans have access to uncensored information about supplements and natural remedies. Ron Paul also supports H.R. 2717, which expands the ability of Americans to use alternative medicine and new treatments. Ron Paul emphatically opposes forced vaccinations and mental health screenings on American citizens.

    It is time to take our country back. Ron Paul has endorsed a large number of candidates for Congress and the Senate since his bid for the White house. This is a new revolution reaching farther than this Presidential run. A new course is taking place in the House and Senate as constitutionalists are coming out of the woodwork to run in Districts all over the USA.
