The Homeland Security Foundation of America (HSFA) Appoints Four New Board Members

Patrick A. Brown, Manager of NERC and Regional Coordination, PJM Interconnection, Lloyd P. Bumanglag, CEO, Foresight Enterprises, Jeff Davis, CEO Southern Data Solutions and Anthony Jones, CEO Digital Headstart join HSFA’s Board of Directors


(1888PressRelease) November 23, 2008 - The Homeland Security Foundation of America (“HSFA”), a non-profit, non-Federal public entity for Public Safety, Energy Security and Health and Human Services announced today the appointment of Patrick A. Brown, Lloyd P. Bumanglag, Jeff Davis and Anthony Jones to its Board of Directors.

“The addition of Mr. Brown, Mr. Bumanglag, Mr. Davis and Mr. Jones to the Board is confirmation we’re moving down a good path,” said Eric Brown, President and Chairman, HSFA. “The organization will benefit greatly from their knowledge, skills and abilities. Together they represent the type of diverse group we need to effectively serve the American People. HSFA’s made big promises to provide forward-thinking solutions, create jobs and promote volunteerism. We’ll make good on these promises and do it in a way that’s inclusive with much needed focus on diversity. America faces extraordinary challenges, now more than ever. We’re fortunate to have these new directors’ on board to support the mission and help the nation during these difficult times. We’re also actively seeking other highly motivated, experienced people who are passionate about ensuring freedom, safety and prosperity for all Americans.”

Patrick A. Brown is the manager of NERC and Regional Coordination for PJM Interconnection, which administers one of the largest energy markets and operates North America’s largest centrally dispatched electricity grid. Prior to joining PJM, he was a production manager for IKON Office Solutions in Chicago, IL and served in the United States Army for more than 15 years. He is VP of the Board of Directors for Berks Counseling Center in Reading, PA where he was instrumental in guiding the organization through the PA Association for Non-Profit Organizations Standards for Excellence Certification Program. He’s been an active member of HSFA’s Board of Advisors, and was recently appointed Chairman of the Energy Security Committee on HSFA’s Board of Directors.

“We’ve worked with Patrick for some time now on the advisory board,” said Phil Sumner, Vice President, HSFA. “It’s clear he loves this country and he’s a subject matter expert on energy, which makes him the right person to lead our Energy Security Committee and take a smart look at domestic energy security, technology, conservation and green living.”

Lloyd P. Bumanglag is CEO of Foresight Enterprise Consulting, LLC a management solutions firm dedicated to helping small to large private and non-private sector projects. Throughout his years of community involvement, he’s served as a board member and president on several non-profit agencies, a Chairman on the Economic Development Planning Committee & Coastal Board for the City of Daly City, California (Bay Area). He was awarded 1997 Planning Commissioner of the Year. He is currently serving with the United States Air Force Auxiliary- Civil Air Patrol Squadron 150th California Wing-343 in Los Alamitos Joint Military Training Center as the Professional Development Officer and is a member of the Homeland Security Unit. He is a participating member of Orange County Health Care Agency Business Preparedness Executive Committee (BPEC) and serves as a member of the Orange County Sheriff’s Departments Professional Services Responder Reserve Search and Rescue Unit, and has been awarded the 2008 Presidential Volunteer Service Medal Award (Silver). He’s been appointed Chairman of the Performance Support Committee on HSFA’s Board of Directors.

“Our Performance Support Committee is the hub of operations for the Board and the rest of the organization,” said Eric Brown. “We needed a good match in terms of the skills required to lead this committee. Lloyd has more than business acumen – he understands the value of public service and volunteerism. He’ll help us build an effective board and ensure the organization works the right way the first time in all areas of operations. Lloyd’s already hit the ground running and we believe he can quickly identify good candidates and resources to fill our most urgent needs.”

Jeff Davis is CEO of Southern Data Solutions. He has more than 16 years experience in the technology arena, specializing in project management, technical consulting, system administration, network engineering, and product implementation. He’s a Microsoft Certified Systems Engineer (MCSE), Cisco Certified Network Associate (CCNA), and has advanced knowledge of many industry specific software platforms and hardware. As an active member of HSFA’s Advisory Board, he was instrumental in securing major technology donations from BroadRiver Communications in Atlanta, GA and has led efforts to develop technology designed to protect the nation. He has been assigned to HSFA’s Public Safety Committee and will continue to spearhead key technology projects for the organization.

“It’s rare to find a highly technical individual who’s also just an all around good businessman,” said Sumner. “Jeff shares our strategic vision from a technology standpoint, but his passion for HSFA’s mission and his patriotism is extraordinary. His skills allow us to implement the right technology to service the public through a host of electronic platforms.”

Anthony Jones is CEO of Digital HeadStart, a provider of information technology services to US Department of Health and Human Services Head Start centers. He has a wide range of experience in business management and quality assurance for critical computer applications. He has successfully managed more than 20 critical projects for companies in the consumer credit, energy services, and e-business industries. He has been appointed Chairman of the Head Start Subcommittee of the Health and Human Services Committee on HSFA’s Board of Directors.

“Health and Human Services is currently a high priority for HSFA,” said Eric Brown. “We believe there’s a direct link between early childhood development and the future prosperity and security of America. Anthony’s passionate about making sure Head Start programs in our communities survive and are successful. He’s come onto the Board and generously donated his proprietary Digital HeadStart technology for public distribution. We’re in the process of retooling it and integrating it into our BroadRiver Communications powered Public Safety and Health and Human Services Portal, slated for launch in 2009. We’ll use the same distribution model we’re applying to our Nomad Security platform and offer the Digital HeadStart technology at no cost to certified Head Start centers across America.”

These additions increase the number of Directors to seven. HSFA continues to seek professionals, government and foundation executives, public safety, energy and health and human services experts, and community leaders, who’ll bring access and influence to the Board. Board of Directors Committees

Communications: Assists in the ongoing development of communications strategies to the public and the press and oversee the implementation of these strategies.

Governance and Finance: Establishes governance principles and policies, applicable to the organization, monitors compliance and assists the Board in its oversight of financial affairs

Fundraising: The Supports the mission, goals, and programs of the organization by identifying and securing multiple sources of monetary and non-monetary support.

Performance Support: Conducts “Selection” for board director candidates, ensures seamless transition for new members of the board of directors, committees and staff by developing and facilitating orientation / training, and provides oversight to the Performance Support Office (PSO).

Energy Security: Acts on behalf of the Board in identifying and disseminating to the public information on (a) Global and National energy security policy and threats, and (b) new technology, processes and tips for improving energy utilization. The Energy Security Committee will advise the Board of Directors on planning, coordinating, and guiding energy security related projects, as assigned by the Board.

Health and Human Services (HHS): Develops HHS programs to help protect the health of ALL Americans and providing essential human services, especially for low-income, disadvantaged families.

Public Safety: Develops programs, technologies and services to help improve domestic public safety and civil defense, focusing on key issues, e.g., Homeland Security, Disaster Preparedness, Child Safety and Privacy Protection.
